Agnipath Scheme भारत सरकार द्वारा Indian Armed Forces में युवाओं की भर्ती के लिए शुरू की गई योजना है। Union Cabinet ने इसे 14 जून 2022 को मंजूरी दी थी।
इस योजना के तहत Army, Navy और Air Force में भर्ती होने वाले युवाओं को Agniveer कहा जाता है।
Agniveers को संबंधित Service Acts के अंतर्गत चार वर्षों की अवधि के लिए Armed Forces में enrol किया जाता है। इस दौरान उन्हें military training, discipline, physical fitness, leadership और अपने संबंधित trade या role की professional training दी जाती है।
योजना का उद्देश्य Armed Forces में youthful profile बनाए रखने के साथ ऐसे trained और disciplined युवाओं को तैयार करना भी है जो अपनी सेवा अवधि पूरी करने के बाद दूसरे sectors में अपनी skills का उपयोग कर सकें।
Agnipath Scheme का मुख्य उद्देश्य क्या है?
Agnipath Scheme का उद्देश्य केवल Armed Forces में recruitment करना नहीं है। यह युवाओं को military environment में training और professional exposure देने की दिशा में भी एक महत्वपूर्ण पहल है।

Agniveer कौन होता है?

Agniveer recruitment की exact eligibility Army, Navy और Air Force तथा संबंधित entry/trade के अनुसार अलग हो सकती है।

Age Limit

Agnipath Scheme में Agniveers के लिए year-wise customised package निर्धारित किया गया था।
First Year
पहले वर्ष में customised monthly package लगभग ₹30,000 निर्धारित किया गया था।
इसमें लगभग 70% यानी ₹21,000 in-hand component और लगभग 30% यानी ₹9,000 Agniveer Corpus Fund contribution का हिस्सा होता है।
सरकार भी लगभग ₹9,000 का matching contribution करती है।
Second Year
दूसरे वर्ष में customised monthly package लगभग ₹33,000 होता है।
इसमें लगभग ₹23,100 in-hand component और ₹9,900 Corpus Fund contribution होता है।
Third Year
तीसरे वर्ष में customised monthly package लगभग ₹36,500 होता है।
लगभग ₹25,580 in-hand component और ₹10,950 Corpus Fund contribution निर्धारित है।
Fourth Year
चौथे वर्ष में customised monthly package लगभग ₹40,000 होता है।
इसमें लगभग ₹28,000 in-hand component और ₹12,000 Corpus Fund contribution होता है।
इसके अलावा applicable rules के अनुसार Risk और Hardship allowances जैसे benefits भी मिल सकते हैं।
Agniveer Corpus Fund क्या है?
Agniveer Corpus Fund Agnipath Scheme का एक महत्वपूर्ण financial component है।
Agniveer के customised monthly package का 30% हिस्सा Corpus Fund में contribute किया जाता है।
Central Government भी Agniveer के contribution के बराबर matching contribution करती है।
चार वर्षों में Agniveer का कुल contribution लगभग ₹5.02 लाख और सरकार का matching contribution भी लगभग ₹5.02 लाख निर्धारित किया गया था।

Seva Nidhi Package क्या है?

Original Agnipath framework के अनुसार चार वर्ष के बाद लगभग ₹11.71 लाख का Seva Nidhi Package, applicable accumulated interest सहित, निर्धारित किया गया था।
Seva Nidhi में Agniveer का contribution, Government का matching contribution और applicable interest शामिल होता है।
इस package का उद्देश्य service से बाहर आने वाले Agniveers को आगे education, entrepreneurship, skill development या दूसरे career options के लिए financial support प्रदान करना है।
Seva Nidhi को Income Tax से exempt रखने का भी प्रावधान किया गया है।
Agniveer को Insurance Cover कितना मिलता है?
Agnipath Scheme के तहत Agniveers के लिए engagement period के दौरान ₹48 लाख का non-contributory life insurance cover निर्धारित किया गया था।
इसके लिए Agniveer को अलग से insurance premium contribution नहीं करना होता।
अन्य compensation या benefits applicable rules और circumstances पर निर्भर करते हैं।
क्या Agniveer को Pension मिलेगी?
Agnipath Scheme के चार वर्षीय initial engagement framework में traditional pension और gratuity benefits का entitlement नहीं दिया गया है।
इसके स्थान पर service completion के बाद eligible Agniveer को Seva Nidhi Package मिलता है।

80CCH – Contribution to Agnipath Scheme क्या है?
80CCH – Contribution to Agnipath Scheme एक महत्वपूर्ण income-tax provision है।
Income-tax Act में Section 80CCH को Agnipath Scheme के तहत Agniveer Corpus Fund में किए जाने वाले contributions से संबंधित deduction के लिए शामिल किया गया।
यह provision ऐसे individual पर लागू होता है जो Agnipath Scheme में enrolled है और 1 November 2022 या उसके बाद Agniveer Corpus Fund को subscribe करता है।
Section 80CCH(1)
अगर eligible Agniveer अपने Agniveer Corpus Fund account में amount pay या deposit करता है, तो उस पूरे eligible contribution की deduction total income की computation में मिल सकती है।
यानी Agniveer द्वारा किए गए eligible contribution पर deduction का provision है।
Section 80CCH(2)
Central Government द्वारा Agniveer के Corpus Fund account में किए गए contribution के लिए भी पूरे eligible amount की deduction का provision है।
इस प्रकार Section 80CCH Agniveer और Central Government दोनों के applicable Corpus Fund contributions को address करता है।
क्या 80CCH की Limit ₹1.5 लाख है?
यह एक महत्वपूर्ण point है।
Section 80CCH को Section 80C की सामान्य ₹1.5 लाख limit समझना सही नहीं है।
Income Tax Department के अनुसार Agnipath Scheme में enrolled eligible individual द्वारा Agniveer Corpus Fund में किया गया पूरा qualifying contribution Section 80CCH के तहत deductible हो सकता है।
Central Government द्वारा eligible Agniveer Corpus Fund account में किया गया contribution भी applicable provision के तहत deduction के लिए covered है।
इसलिए इसे traditional Section 80C investments जैसे PPF, ELSS या life insurance premium के साथ simply ₹1.5 lakh combined limit में नहीं रखना चाहिए।

Income Tax Department की deduction guidance के अनुसार Section 115BAC के alternative/new tax regime में Chapter VI-A की कई deductions restricted हैं।
